آج کل کچھ لوگوں کو جمہوریت کا دورہ پڑا ہوا ہے حالانکہ ہماری یہ کم بخت جمہوریت بھی ملوکیت
(MONARCY) ، شخصی اقتدار (AUTOCRACY) اور آمریت یعنی (DICTATORSHIP)ہی کی زیادہ چالاک اور مکار بہن ہے۔
قرآن پاک کا واضح فرمان ہے وَاِنْ تُطِعْ اَکْثَرَ مَنْ فِی الْاَرْضِ یُضِلُّوْکَ عَنْ سَبِیْلِ اللّٰہِ (الانعام : 116) کہ اگر تم محض اکثریت کو معیار اطاعت قرار دے لو گے تو صحیح راستے سے بھٹک جاؤ گے۔ قرآنِ پاک کی ابدی عظمت کا ایک بنیادی پہلو یہ ہے کہ اس نے انسانی آزادی اور محکومی کے تصورات ہی تبدیل کر دیئے اور انسانوں پر انسانوں کی حکومت کو ہی باطل قرار دے دیا۔ کسی فرد یا افراد کی پارٹی کو یہ حق ہی حاصل نہیں اسی لئے علامہ اقبال نے قدم قدم پر اسے بے نقاب کیا لیکن بدقسمتی یہ کہ جمہوریت کی شان میں یورپی قصیدوں کے سامنے کانپتے اور فکری افلاس کے مارے ذہنوں نے اسے ہی امرت دھارا، آب حیات اور تریاق سمجھ لیا حالانکہ اس کے نتیجہ میں وہی کچھ ہوتا ہے جو اس ملک میں ہو رہا ہے۔ اس موضوع پر کسی سیاستدان کی رائے تو ویسے ہی بیکار ہے کیونکہ یہ تو اس نام نہاد جمہوریت کے اصل بینی فشریز ہوتے ہیں اور اسی کے سبب ان کی لاٹریاں نکلتی ہیں، حکومتیں بنتی ہیں اور بیرون ملک خزانے جمع ہوتے ہیں۔ اقبال کی سنئے جو کہتا ہے #
ہے وہی ساز کہن مغرب کا جمہوری نظام
جس کے پردوں میں نہیں غیر از نوائے قیصری
دیو استبداد، جمہوری قبا میں پائے کوب
تو سمجھتا ہے یہ آزادی کی ہے نیلم پری
مزید سنئے
جلال بادشاہی ہو کہ جمہوری تماشہ ہو
جدا ہو دیں سیاست سے تو رہ جاتی ہے چنگیزی
اقبال ایک قدم اور آگے بڑھتے ہوئے خبردار کرتا ہے
خیر ہے سلطانی ٴ جمہوری کا غوغا کہ شر
تو جہاں کے تازہ فتنوں سے نہیں ہے باخبر
اور اب اس شعر پر غور فرمایئے
ہم نے خود شاہی کو پہنایا ہے جمہوری لباس
جب ذرا آدم ہوا ہے خودشناس و خودنگر
اور کیا آج کا پاکستان اسی چنگیزیت کا نقشہ پیش نہیں کرتا جس کی طرف اقبال متوجہ کرتا ہے
تو نے کیا دیکھا نہیں مغرب کا جمہوری نظام
چہرہ روشن، اندرون چنگیز سے تاریک تر
ملوکیت، بادشاہت، آمریت جو کچھ ننگے چٹے طریقے سے سرعام کرتی تھی، یہ جمہوریت وہی سب کچھ بلکہ اس سے بھی بدتر کام کو ”عوام کا مفاد“ یا ”قوم کا مفاد“ کہہ کے کر گزرتی ہے۔ اقبال کی مقبول عام ”ابلیس کی مجلس شوریٰ“ میں کہا جاتا ہے کہ کرئہ ارض پر ابلیس کی ضرورت ہی نہیں کیونکہ اس کے سارے کام اب یہ جمہوریت کرے گی۔ بقول ابلیس
جمہور کے ابلیس ہیں ارباب سیاست
باقی نہیں اب میری ضرورت تہہ افلاک
قارئین ! قرآن پاک سے بڑا اور معتبر حوالہ اور کیا ہو سکتا ہے اور یاد رہے کہ اقبال بھی فراست ِ قرآنی کو ہی EXPLAIN کر رہا ہے۔
کمال یہ کہ خود اہل مغرب بھی یہ کہتے ہیں کہ جمہوریت ہے تو ناقص لیکن ابھی تک انسان اس سے بہتر نظام وضع نہیں کر سکا تو دوسری طرف المیہ یہ کہ پورا عالم اسلام اپنی مخصوص خامیوں، کوتاہیوں، کمزوریوں اور کجیوں کے سبب خود اپنا نظام پریکٹس نہ کر سکا کہ آغاز میں ہی ملوکیت اور ملائیت نے اسے ہائی جیک کر لیا یعنی ایسا نہیں
کہ نظام موجود نہیں سچ یہ ہے کہ اسے پریکٹس کرنے کے قابل کوئی نہیں۔اب اس تمام تر صورت حال کو بالکل ہی ایک اور زاویئے سے دیکھتے ہوئے یہ فرض کر لیتے ہیں کہ جمہوریت ہی بہترین نظام ہے تو خدا کے لئے غیرجانبداری اور دیانت داری سے بتایئے کہ جمہوریت کے نام پر جو کچھ پاکستان میں پریکٹس ہو رہا ہے، کیا کسی اعتبار و معیار سے بھی جمہوریت کہلانے کے قابل ہے؟ یہ جمہوریت تو کیا اس کی غیرمصدقہ فوٹو کاپی بھی نہیں، یہ اصل جمہوریت کی مکروہ ترین نقل سے زیادہ کچھ نہیں کہ اس میں مغربی جمہوریت کی ہر ممکن لعنت تو موجود ہے ، اس کی برکت کا سایہ تک موجود نہیں۔ یہ میاں بیوی جمہوریت ہےیہ بات بیٹی جمہوریت ہے یہ نانا نواسہ جمہوریت ہے یہ بھائی بھائی جمہوریت ہے یہ چاچا بھتیجا اور ماما بھانجا جمہوریت ہے یہ آٹے کا توڑا اور گھی کا ڈبہ جمہوریت ہے یہ جعلی ڈگری اور بدمعاش کا ڈنڈا جمہوریت ہے یہ تھانہ کچہری ، لوٹا گیر اور کفگیر جمہوریت ہے یہ فوٹو سیشن اور پروٹوکول جمہوریت ہے جس نے عوام کو برباد کر کے رکھ دیا اور کئے جا رہی ہے۔
کہتے ہیں الطاف حسین کا مطالبہ آئین کے مطابق نہیں تو میں پوچھتا ہوں ملک بھر میں پھیلی ہوئی بھوک، ننگ، غربت، مہنگائی، بدامنی اور جہالت کیا آئینی ہے؟
ترک کو یورپ کا مرد بیمار کہتے تھے جسے مصطفی کمال نے بستر مرگ سے اٹھایا، آج پاکستان ایشیا کا مرد بیمار ہے جسے کسی مصطفی کمال کی ضرورت ہے جو اپنی کسی غرض، عناد، مفاد یا انا کے لئے نہیں عوام کی اپ گریڈیشن کے لئے مخصوص ایجنڈے اور مدت کے لئے کانٹوں کی اس سیج کا انتخاب کرے کیونکہ کوئی سیاسیہ اس ملک کے اصل مسائل کو ہاتھ تک نہیں لگا سکتی، حل کرنا تو بہت دور کی بات ہے مثلاً
کون ہے جو سیاست سے موروثیت اور مناپلی ختم کریگا؟
کون ہے جو پیشہ ور ملائیت سے نجات دلائے گا؟
کون ہے جو لوٹے ہوئے کھربوں ڈالر واپس لائے گا؟
شیطانی آنت کی طرح بڑھتی آبادی کنٹرول کرے گا؟
شرح خواندگی میں طوفانی اضافہ کا بندوبست کرے گا؟
ان میں سے کوئی کام کوئی سیاسیہ کر ہی نہیں سکتی اور یاد رہے الطاف حسین نے مارشل لاء نہیں ”مارشل لاء طرز“ کی بات کی ہے واقعی کسی نئے تجربے کی ضرورت ہے کہ نام نہاد مارشل لاؤں اور نام نہاد جمہوریتوں نے ہمیں جو کچھ دیا اسے پوری قوم بری طرح بھگت رہی ہے اور ہاں سانپ کو زخمی نہیں کیا کرتے مار کر زمین میں گہرا دبا دیا کرتے ہیں کیونکہ زخمی سانپ زیادہ ”وحشی“ ہو جاتا ہے اشارہ سمجھ گئے ؟ برائی کا ”بی“ مارو یعنی ”بیج“ ہی تلف کر دو

AN Appeal to all Pakistanis from a Pakistani

Uzbekistan is a most wonderful country having admirable history, traditions, culture, wonderful weather, most beautiful scenery, and above all the most lovable people. But there are many aspects of that society which are not known to the world. The peace and tranquility on the roads is only because of fear of death, torture, kidnapping, detentions, by the most ruthless and inhuman security forces in the world.
SNB (Ruthless Intelligence Agency) officers of Uzbekistan hate Pakistan and always keep on trying to impress upon the President that the reason for all the terrorist activity is Only Pakistan’s support of Terrorism.
President is very much concerned about the security and thus SNB gets the free ride to detain, kidnap, torture, and even kill any body. Uzbekistan has constitution, has laws, has Courts, has Prosecutor offices, has so called Ombudsman office, has embassies but no body dare to utters a word against SNB. Tashkent Rehabilitation Center is the place where thousands of innocents are detained for months and years.
If they want to Torture, or use other tactics then they shift the detainee to other place known as GVD. People are released when they pay the officials a substantial amount. Thousands of people are being detained in Tashkent Rehabilitation Center only because they were not having their passport in their pockets when they were checked by the police official. Can the readers imagine a country where a local Citizen has to sit in jail for 30 days only because he was not having his passport when the policeman checked him. In Rehabilitation Center that poor citizen will be fed Only Once in 24 Hours with a food which dogs will not even eat, He would be locked in a Cell 4X6 meter with 12 to 20 persons with only one whole to breathe. He would be daily abused by the guards. The agony will not end here. If he knows any skills then he would be sold to private parties to work from 06.00 am to 20.00 hours daily. The Local party will provide him One packet of non Filter Cigarette and One pack of NASVAR. But Mr Rustamov Hafiz will take the money for the detainee labor and distribute that amongst Aliev Yaqub, Khaldar Alisher, and Botirov Odil. Those inhuman officials will become richer and richer and the family of the Victim will go hungry and will get loan from relatives and friends to get the victim out. Prosecutor office issue remands in Bulk as per the instructions of Police Officials. But the situation of Foreigners is worse than the locals. One Tajik Citizen was sitting in Detention since 19th january 2009 (16 months), One Afghan was sitting for more than 3 months, One 58 Years South Korean Businessman who came to Uzbekistan to open a Tourist Company was sitting in Detention for more than 87 Days, One Israeli National was sitting in detention because his visa had expired, 4 Siri Lankans were sitting since 18 Months because of Visa problem. I am a Pakistani national and was kidnapped by the security agencies on 10th december 2009 and deported on 12th April 2010. Though I have a house, Running Business, Assets, and 18 years of positive contributions to Uzbekistan society.
Pakistan Embassy is Tashkent could not even contact me inspite of all the efforts. Security agencies never accept that they have kidnapped a person. According to Uzbekistan law a detainee has to produced in front of the Prosecutor but for 124 days I was never produced in Front of any court or Prosecutor. I was never told the reasons for my detention and till today I do not know why my life was destroyed. So on the 19th Independence day of Uzbekistan is the 19th year of suffering under the most ruthless Security agency. The SNB Oddicials will never reply but the real reason is that they were paid by Some Tourist Companies big amount for detaining me. Can the Uzbek Government Hold an inquiry? Think thousand times before travelling to Uzbekistan you may end up in jail for days and Years. IN UZBEKISTAN SNB is GOD. Today on Independence day of Uzbekistan I would remember all those nice and fine people of Uzbekistan and wish them happiness, health, success, and every thing what they wish for.
